PURPOSE:
Halifax Regional Fire & Emergency recognizes the importance of compensating Volunteer Officer for supervising their stations and assigned personnel. The purpose of this policy is to define compensation as the Volunteer Officer Stipend criteria and corresponding monetary value.
OBJECTIVE:
Provide volunteer officer stipend criteria and corresponding monetary value.
SCOPE:
All volunteer officers
POLICY:
1. The stipend for a Station Chief will be $5,000.00 per calendar year. This stipend includes:
a. All duties listed on the job description
b. All meetings with assigned personnel e.g. monthly station meetings, attendance at management meetings and new volunteer intake meetings. Other meetings include but are not limited to: Board of Chiefs and All Chiefs meetings
c. Duties assigned by the Division Commander
2. The stipend for a Volunteer Lieutenant will be $1,000.00 per calendar year. This stipend includes:
a. All duties listed on the job description
b. All meetings with assigned personnel e.g. monthly station meetings, attendance at management meetings and new volunteer intake meetings
c. Duties assigned by the Station Chief
3. The stipend for a Volunteer Division Captain will be $10,000.00 per calendar year. This stipend includes:
a. All duties listed on the job description
b. All meetings, including but not limited to Board of Chiefs, All Chiefs Meetings
c. Division Captain meetings, Volunteer Officer interviews and new volunteer intake meetings
d. Duties assigned by the Division Commander
All Volunteer Officer stipends will be paid on a bi-weekly basis. Any Volunteer Officer who does not meet the stipend criteria will be dealt with through the Progressive Discipline Process. This discipline may include termination of the stipend, suspension or removal from the Officer position.
Travel: When an HRFE vehicle is not available, the only meeting which qualifies for mileage reimbursement for Volunteer Officers is the All Chiefs Meeting.
Meetings: Attendance at the meetings listed in this policy is mandatory for Volunteer Officers, and therefore do not qualify for honorarium points or mileage claims.
Training and Emergency Calls: All Volunteer Officers are entitled to receive honorarium points for attending training and emergency calls.
Meetings: All Volunteer Officers are entitled to receive non-credited events honorarium points for attending meetings and interviews.

This policy shall be reviewed when/if there are changes/amendments to the criteria for determining compensation for Volunteer Officer Stipend and corresponding monetary value.
