PURPOSE: 
To establish a procedure for the processing of an alternative solution for the removal of hose from 
Class 2 and Class 3 standpipe systems in buildings within Halifax Regional Municipality. 

OBJECTIVE:
The objective is to provide the direction to property owners for the maintenance and use of fire prevention equipment within their buildings/properties. 


SCOPE:
This operating guideline applies to career and volunteer members of Halifax Regional Fire & Emergency.


PROCEDURE: 
All requests for the removal of hose from standpipe systems shall be in writing on the approved Provincial form (Application for an Objective Base Solution). Each case will be assessed on its own merit. Consideration for the removal shall be based on the following; 


1) A review of the property file indicates a Level 1 inspection has been carried out within the past twenty four (24) months. 


2) Records indicate there are no open/active files pertaining to an inspection and the most current inspection on file is closed/locked and satisfactory. 


3) Records indicate the building has an approved Fire Safety Plan.


4) The most current annual inspection reports for all fire protection systems shall be reviewed and any noted deficiencies corrected prior to granting any approval.


5) The building shall be assessed to determine whether additional portable fire extinguishers are required prior to granting any approval (this shall be included in the alternative solution). 


6) Once the Objective Base Solution is submitted and the above 5 requirements have been 
completed, the Fire Prevention Officer doing the review shall consult with the Divisional Chief of Fire Prevention or Designate prior to issuing any letter granting the hose removal.


7) If permission is granted the standpipe system shall be maintained in accordance with NFPA 25 and all fire hose connections have approved protective caps in place. 


8) If removal of standpipe hose(s) is approved or not approved, then a letter shall be issued to the owner indicating so. 

9) An entry in the FDM property file shall be made. A copy of whatever letter is sent shall be placed in the property log section of FDM. 

10) It will remain the responsibility of the building owner to maintain any records pertaining to this transaction.

OPERATING GUIDELINE REVIEW:


This operating guideline shall be reviewed when/if there are changes/amendments to the procedure followed for standpipe hose removal.
