OG 2502 Recall Procedures (Emergencies) for Core Operational Staff

PURPOSE: 

To establish an efficient, consistent, and fair recall of personnel during emergency incidents. This is not intended for use as a recall procedure for scheduled overtime.

OBJECTIVE:

This objective of this operating guideline is the management of personnel recall in excess of 24 consecutive hours. 

SCOPE: 

This operating guideline applies to core operational staff of Halifax Regional Fire & Emergency.

PROCEDURE:

The recall of personnel shall be done by platoon and in such a manner as to avoid having personnel work in excess of 24 consecutive hours whenever possible. Callbacks will normally be done to staff a spare apparatus (Engine Crew) or for additional personnel at an incident scene.

The first platoon to be called should always be the alternate one. If additional personnel are required, once the alternate platoon list has been depleted, the sequence will depend upon the time of day. This is done in order to reduce the potential of personnel working in excess of 24 consecutive hours.

Personnel shall be called in the order they appear on the list. The only exceptions are when looking for specific qualifications, such as drivers, officers or special team members.

If a call-out is required in the district from Stations 2 through 11, members posted in this district will be contacted first. If necessary, members posted at Stations 12 through 18 will be contacted.

If a call-out is required in the district from Stations 12 through 18, members posted in this district will be contacted first. If necessary, members posted at Stations 2 through 11 will be contacted.

The call-out procedure is on an F.D.M. program that will keep status changes current. All attempts to call out personnel will be time stamped. 

Date:  The day’s date
Time:  The time the person was called
Y/N     Whether they are responding or not.

Unlike scheduled overtime, personnel contacted during an emergency recall are expected to respond. The only exceptions are if the individual is sick or incapacitated. 

All members who are contacted, or an attempt was made to contact them, will be moved to the bottom of the list. 

At the end of the incident, a copy of the recall list, as well as the time that the engine crews were placed in commission will be faxed to the deputy chief.
